There are question marks around how Cornell handled it, they did a massive investigation, but whether it was procedurally correct isn't clear. The Cornell doctor who treated her UTI didn't seem to follow the correct procedure and apparently should have recommended a rape kit. There was some miscommunication between cornell police and the DA - he is saying her got her statement (which is pretty damning for her) but not the transcript of the interview, so either he should have asked for it, or they should have sent it - not sure how much difference it would have made though because her testimony at cornell seems to be pretty consistent with what is in the statement. I'm not clear on whether the Cornell Police were meant to do more investigations, or if the title 9 thing covered that. So she might have a case against Cornell in the civil suit, although I think her claims there are that they failed to protect her rather than failed to investigate properly...could be wrong, going to re-read that bit.
